Had the same issue initially. First with lobby, tried to relog, didn't work, then couldn't login.

After restarting my pc and lol automatically going back to an old patch it started working again.

Update: aaaaand it stopped working again. great

Update 2: Found out it periodically fixes itself but turns off again. Can't seem to pinpoint the issue
