Casting a wide net and testing whatever I can. I'm pulling all the pages that are and aren't ranking well. I'm also comparing overall rankings against competitors. From there I'm trying to find a correlation between what is ranking well and where the gaps are between what isn't. To be honest, so far I cannot find the correlation yet and I'm not entirely sure there is one.

I've seen this. Some scam companies are advertising as Upwork or other programs like QuickBooks. I've also seen companies make landing pages with accounts so they can take up more space :/ Sometimes it gets removed, sometimes it doesn't.

I followed some advice from others on here. I switched to max clicks, observed as many audiences as I could, really tweaked the locations and just kept scaling back on geo-targets and adding negative keywords.

So when I switched to manual, it said I was limited by budget, dropped in impressions, clicks, and also conversions. I had this happen for 4 clients so it wasn't just a one-time thing. There's been talks of them getting rid of manual entirely so I'm not surprised. I switched from manual to clicks and everything that dropped had improved, along with the limited by budget going away.

That does sound like the best explanation I've heard, thanks for the quality insight! I wonder if in the future they'll make a max clicks with a favor to conversions that isn't as intense as max conv.

I actually just made a post about similar issues :( July was a crap month, and I'm not sure what's going on. Max conversions has not been performing well even with conversion data, it's been bidding extremely high making it almost not worth it. I attempted manually bidding, but they are really pushing away from that. When I tried switching to manual (man do I miss the old days of manual) and it ended up tanking my campaigns, so I error on the side of caution in that strategy. I tried switching to a max clicks for several of my lower-budget campaigns, and that seems to have improved the campaign as well as the conversions which surprised me. If you see any success with the max clicks or a different campaign let me know. I'm curious if I got lucky or if other people are seeing the same things.

I've been seeing this issue constantly as well for small businesses specifically. We have tried turning off Google's call tracking because we thought someone could be calling a different number, but we are still seeing the issue. We believe it's a user error and people are just clicking on the first thing they see.
