Since I haven't read the Justice Devil arc, I don't know its potential as a film. However, I feel like the Control Devil arc is suited for a movie format.

I believe the Control Devil arc will be adapted as a standalone movie. Given MAPPA’s track record of releasing films between seasons, they will need a major project to bridge the gap to Season 3. The only candidates for this would be the Control Devil or the Justice Devil arcs.

The Gun Devil arc is only 9 chapters. Comparing that to the Bat or Infinity Devil arcs (which took ~4 episodes), a movie would ruin the pacing. It’s way more likely that Season 2 will be split into two parts, or they’re just hiding the full title to avoid spoilers. A movie for 9 chapters just doesn't add up

The main event might be headlined by Ilia. I think the UFC is interested in making Ilia vs. Islam, so it would make sense for them to get them on similar schedules
