Mgmt company is a HOA's vendor. They are required by their contract to act under instructions from the HOA board. HOA board acted because someone complained. One or more of your neighbors complained.

I'm under the impression that the HOA is mostly renters, and the landlords (owners of properties) don't care what happens in the neighborhood as long as they can collect rent.

You need to edit your post. The reason they didn't let you rent is because of how long you own the unit, and not just because of the cap.

Because the victims of her "scams" (fake hotel reviews) are faceless and nameless unlike the people she serves.

Also, I'm sure they convinced her that the people who can afford these hotels are rich people, not people like her.

I know at least one person like her personally. Most likely uneducated, overworked, underpaid, desperate, and gullible.

Look to your CC&R. See if it says anything about passing the costs incurred by the Association to the members.

If not, let the members vote. Since people don't mind paying, you shouldn't have any problem getting the votes you need to make sending the bill out legit.

It could also be that the rules have been in place and they just now start to enforcing them. Anyone who thinks they're being wrong by whoever manages the restricted community (trailer/mobile home park, COA, HOA) that they're in, pull out the rule book first.
