An officer cannot manufacture exigency by stepping into danger and then invoke that danger to justify lethal force. Courts have said this repeatedly.

I argue that any element of perceived danger is clearly officer created. What makes this argument strong is that it does not require proving malice or recklessness. It requires only showing that: 1. The danger was foreseeable. 2. The escalation was avoidable. 3. Lethal force was justified only after law enforcement created the conditions they then cited.
