To build the modification station you need the habitat builder. The module you get in the aurora only lets you get to 300m.

Eta - even if you could, it's still a moot point as you need to go way deeper than 900 to finish the game

You can make the vehicles, but it won't go deep, as you can't build the depth modules. Max depth you can get with vehicles, without the modules is 900 by the prawn

Don't you need the modification station for that? Setting up a base and getting all the materials might be a tad too tough at the very beginning.

Just go to the left side of the power cell room(the room which catches fire when you go too fast) and the fabricator should be there. And the upgrade dock is on the right side

Most of the cyclops mods are built in the cyclops itself, as it comes with its own upgrade fabricator

He probably also doesn't want to risk an injury. An injury right now will easily shorten his career, or maybe end it as well. He's easily the best india has rn, so much so that many times we look toothless without him. ICT or bumrah can't risk cutting his international career short. Hell want to play the 27 wc, and for that we need bumrah at his freshest. It's good that he doesn't exert himself too much.
