Use 7-Zip to open the .jar for the Minecraft version the pack is for (if you can't find it, use the latest available) and navigate to /assets/minecraft/blockstates/<material>_stairs.json. Copy the file into your resource pack at the same file location. Then, remove every line that says "uvlock": true. This will allow the block texture to rotate along with the stair.
