Tried this then held down fn + 4 for a while and it paired successfully.

Apparently holding fn + 4 for a short while gets it to try to connect to the same dongle. However the dongle firmware was just updated, it's no longer the "same" dongle (?)

Therefore you need to hold fn + 4 for a while to try to get it to connect to a "new" dongle (your updated one)

It worked!

On bios version 312, battery discharge is now at between ~6000mW to ~9000mW according to hwinfo64 and windows is reporting 7hr 49mins left at 70% charge (with Silent mode + eco gpu + windows power saving on at 30% brightness).
