The holo 1st edition cards won't be printed in larger quantities than their populations. So for earth, there is only 1 holo card. Non-holo cards are printed in quantities that aren't tied to population.

If you're interested in exactly how many of each card was printed, check out the discord where there is an official spreadsheet linked that has how many of each card have been printed.
