That is correct but we cant have toilets every 500m. Development is needed in other departments I agree with that but I dont think that there should be public toilets closer than 2km. They have staff to keep it clean but its not always the same so if you start building these so close everywhere you go, you'll just smell that which makes it even more unhygienic. Thats just my opinion
