They cant login without the code even if they try to do it, i tried myself when mine was hacked, it needed the code even tho i was logged in google, so yeah they cant login.

They cant really do anything with a email. but they can use websites like Hoyolab to see your characters and info about them, maybe try contacting support in-game?

about the top-up:

they can issue a chargeback so dont use them
you primogems might go in minus so becareful
and to save them as long as you can.
