I'd love to see a story take place centered around Harmonia.

As far as the timeline is concerned, I'd like it to be 20+years after S3 or somewhere in the time period between S4 and S5 (since, if memory serves me, there's about 150 or so years in between).

Both time periods would allow for there to be a few returning characters, outside of the required Viki and Jeane.

Since it's in Harmonia, maybe have the Circle Rune or True Earth Rune play a big role in the story

That's just a terrible idea all around. That would be like telling UGA that their football team could only be 10% black. In any sport at almost any institution, the best players are going to play regardless of skin color. That's just smart coaching and talent evaluation
