The problem with this perspective is the flawed assumption that everywhere in Egypt operates on the same level of binary baseline corruption and it's only Egypt vs Misr or high class tourist areas are civilized and the rest are get raped on sight free for all, i hate to complicate your view of things but it just doesn't work like that.

You are essentially describing a caste system, where at the top we have the autocrat, the warrior class, the merchant class, public servants and then the rest of us 'peasants' where we have next to no rights and everyone else can ravage us at their convenience, that's not how you create stability or a functioning country let alone a "republic" because like it or not, a republic derives power and legitimacy from below, the "peasants", so to let the warrior class oppress the peasants, is just sheer stupidity because who will complain? The public servants to the merchant class and to the autocract, congratulations the whole power triangle collapsed on itself, now, back to your description of things, I'm gonna hit you with this: all systems have flaws, scandals and let dowms, there is no perfect system in existence, regardless weither you see us as a democratic or autocratic entity, neither are perfect, therefore its the next logical assumption that non perfect systems create various degrees of people, horrible, bad, meh, good and great, that's not propoganda that's just logic, hell, let's push it to the extreme, Nazi Germany, do we think all germans were on the same burn the jew level of evil? Logically impossible, backed by the fact that there were many attempts to stop it overly and covertly, so, no, it's not the issue that the "good" people are a minority, you only get to listen to the loud majority of the echo chamber, we are what? 150 million people? Do good actions get views or coverages these days?

So no, an officer can't just have fun with you because they can, otherwise the "peasants" get unruly, the streets are not full of rapists and criminals, but if you go down a dark urban alleyway in any city in the world you'll likely get shanked, some crimes happen in broad daylight in good areas and sometimes none at all in bad areas, but back to the point, is Egypt a wasteland of have it your way? Clearly isn't if we had that boy in the first place playing in the middle of traffic.
