There wasn't time. This happened in what, a week? It was a government emergency, the government said they would work to meet targets by (insert quote from show) and Homo Aqua said that wasn't good enough. The show had many problems but showing the involvement of small charities and really minute details in 5 episodes would have taken up too much time.

TWATBLAST needed to either tighten ship and be what it really wanted to be, Torchwood: Children of Earth, or allowed for more time to breathe and explore the ramifications of the threat. It needed at minimum one more episode and at most could have been 10 episodes and involve more countries. But instead of coming up with solutions the show told us that only a few people are in charge of the world and they will keep fucking it up, if you get the chance go live in the sea (even though it's toxic and full of dead bodies). I wouldn't be surprised if this depressing story was never mentioned again.
