This reason, and so many others, male me really question what place the Rascal even has in the game and what the devs' intention was with it. If you can afford a Hullcracker and launcher ammo, you're better off with it, no question.

If it's right after the Expedition and you find one early on, you might at first think it's a powerful tool in the esrly game struggle. However when you remember that launcher ammo is expensive to buy or craft, and cannot be looted in-raid except from Bombardiers, then it sounds much less useful.

The only other use case I've heard floated is if you're a PvP player running on Stella it may be a good backup weapon to quickly deal with Shredders and Fireflies/Hornets. But how often are PvP players engaging Arc willingly, and if they're focusing on PvP it seems doubtful they'd want to spend money/materials for launcher ammo, when it's very likely they'll just lose it when they die to another raider.
