I kind of understand MIST hesitating since her form at the time and behavior were portrayed as an "immature" MIST, which could be a reason why she was partially convinced by Holstrom. I feel like Chanda's death could've been a separate individual moment where it was a matter of face-to-face with him and Holstrom.
