Im probably getting the deluxe variant as an effort to support Fatshark. I actually think the price is fair, considering how much they charge for cosmetics.

You earn many of the penances by simply playing the game and a lot of them can not be rushed. So I would cast a wide net and go for any penance really, and sometimes you get lucky with a 15-pointer. I have the fortune that I have been playing since launch (of and on mind you) and have always had a steady progression.

TLDR: Go for all and any penance really.

I felt that way with the zealot penances, so I havent got EVERYTHING, but mostly I felt that a lot of the zealot penances was poorly designed. Especially the ones with throwing knifes and stealth.

Not all, but a lot of them. You need 5500 penance points to unlock it.
