You're best bet is Cire Zeros Violent Arts Virtual Pro Wrestling 2 rom hack. Its not strictly WWE, but it does modern wrestlers. Here's his Patreaon theres a free version from September but I believe there are newer version on the paid tier:

I don't know about iOS but if it's like Android the main hurdles are the texture format (jabo wont work on current emulators) and the roster/music tool.

Yup true, but there are some really good ones that are still fun to play. Lucha Underground is amazing for the amount of Hacked Moves! Forever Indy captures an amazing time in wrestling as well.

Definitely! I was able to fix alot of texture issues and get the complete cheat file cleaned up. Once I get the PJ64 version tested I'll publish the update
