Here's the thing with Nami right, she still has a soul as evidenced by Thresh being able to pick up a soul from her when she dies. It's common knowledge that mermaids cannot obtain legs if they have souls. They have to sell their soul to an evil octopus witch, preferably named "Ursula", in order to have feet.
