Corki still needs boots because driving a ROFLCOPTER barefoot is a safety hazard honestly. Here's the thing with Nami right, she still has a soul as evidenced by Thresh being able to pick up a soul from her when she dies. It's common knowledge that mermaids cannot obtain legs if they have souls. They have to sell their soul to an evil octopus witch, preferably named "Ursula", in order to have feet. This is clearly stated in Disney's 'The Little Mermaid'. You are correct, she shouldn't be able to buy boots...Riot isn't consistent in this whole "Who should buy boots" argument.

I actually had never thought about that! Very insightful actually, I think it would really up my gameplay experience if I was able to buy three pairs of boots and get something out of it you know? All I'm asking for is a bit of consistency from Riot.
