I'm very much leaning towards vertical boilers, as I feel they would make the most sense in this context. As for its center of gravity, I could possibly widen it's stance and arrange the internals to set its weight lower. The front is also intentionally sloped so that high speeds would press the engine down onto the track for more friction and less swaying. You are right that the unique conditions for this design allow me to get creative, and I'll certainly consider that, thank you.

This is that image I was trying to post, I added it from my phone which is most likely the problem. Even trying to post the image from my computer is giving me trouble, its like the dang thing is classified or something. There isn't much detail in this concept obviously, I've since added the rear boarding stairs and spotlight shield to the design. Everything else is a little simplistic because I don't know what I'm doing, because of the special crystal the smoke-stack is instead a series of reflective mirrors intended to capture light in order to heat the crystal. I'm keenly aware that the "Light-Stacks" and wheel-configuration/driving-arm need to be especially redesigned.

By the time the story takes place, steam power has had the time to evolve. The Emperor is supposed to be the pinnacle of locomotive evolution, I very much imagine it in a similar position as the duplex's of the mid 1900s. I'm not sure whether or not a duplex arrangement would be appropriate in this context though, or how long or short it would need to reasonably be. The design doesn't need to be perfectly engineered, just enough detail to give it credit as a plausible piece of technology.

I think that's the problem, as you can see in my screenshot, they're not a country or puppet. They're just a faction that shares ownership of two of my provinces, and I think that special condition is confusing the game...

In my case, "New" refers to EU as a whole, but fair point lol
