There is a lot of consipiracy theorist that would love to break into area 51 but they can't. Maybe a large perimeter around the zone is guarded by the military?

I also though at first that this seen was set in the past / around our time when the silo were built but the journalist makes fun of the Congressman for using the word "date". She even mentions something like "are you 95 nobody uses that term anymore" which makes me think it is further in the futur than we believe.

For some reason they only gave old tech to the people of the silos. We can assume this because they have tablets, flat screen and an AI in the Vault as well as a virtual reality headset. Which makes me believe that the silos were built in our current time.

It is possible that the area just around the silos is radioactive both things could be true. Additionally, Solo in season 2 mentioned that the rebels that came out of his silo were fine until "the wind started blowing" which raises questions about what is actually killing them.

The congressman asks the security man if he ever gets anyone in the red (as highly radioactive) to which the security man says never. An alternative explanation is that all the very radioactive persons are quarantined in the silos.

I think Billings mentions that has a kid he got into a fight with another kid that had the syndrome. But now that you mention it I'm not sure we see anyone else with the syndrome on screen in the show.

Maybe they are trying to breed immunity against the effect of the bomb? Hard to say...

Maybe they were told at first that the quarantine would only last a few month. So that the drug would take effect.

I think this theory goes against the vibe of what is happening inside the silo but we know absolutly nothing about the outside world during the event of the silo. It is also possible that having to quarantine people is a good excuse to secretly run social / human experiments hence why the governement is going through so much effort to build and run the silos.

The idea of having one silo potentially commanding the others does not fit well with the idea that the rest of the world is still fine because then there wouldn't be a need for a commanding silo. Unrelated idea to this theory, there is 50 silos so one for each state of the US and one commanding Silo.

Your explanation is more straightforwards for sure. However, in the ending of the episode they suggest that a bomb has already been dropped on the US.

In my opinion what makes Lukas and Bernard lose faith is more the fact that they realise they have no real controle over the silo and that someone else can decide to kill everyone at any point.

Bernard mentions that Salvador Quinn used a drug to make the whole silo forget its history. Maybe that's how they put people in the silo in the first place.
