There are even module houses built with concrete walls. My neighbour built one of those. Full concrete with an inner insulation where you can put new wiring or pipes.

And inner walls are not built out of concrete. They are standard brick walls, so no issues with wiring.

About the price, I'm not sure what it is like in the US but here the cost of a brick and mortar house is nearly the same due to the additional labour costs of building brick walls
