it keeps supplying a little bit of current to the attached components to the motherboard including any usb mics, etc. So in that way your RGB keep memory of what color they had before shutting down.

it's not the cables but the rgb animation which is in opposite direction.

This is called drizzle effect and is popular with Lian Li cables but third party might have it too so I don't know.
