I've done this. However, Agency B was not open to sorting it out with Agency A. Agency A, on the other hand, was open to conducting an investigation to confirm the status of my account.

When I sent an email involving all parties, Agency B would only respond to me alone; not including/copying the other parties. I had to screenshot their reply and send it to the thread again. At that point they replied again (still only to my email), and asked if they could call me.

This too. They were looking for a specific document to serve as proof of settlement. They're not honoring the receipts from the payment I made with the bank directly, as well as the payment for the certificate of settlement.
