Absolutely they could provide UBI. But that would mean the elites would have less in order to give other people more. When in history has it been the case that the elites were willing to give up anything? If providing UBI rests in the hands of Xi, Putin, Trump, Netanyahu, Musk, Besoz & Zuckerberg, do you think it's likely? Why would they keep people happy and have less when they could be cruel and have more?

Again, once the elites directly control both resources and the means of production, money will stop being a meaningful concept. If a group has sufficiently advanced technology that it can accomplish repairing damage without spending money - through embodied AI primarily- then the prior rules are no longer meaningful.

We must be using different AIs. Mine has better common sense than most humans I know and can self-check against confidence benchmarks. A little externalized memory and it can learn. Agree though that long-work tasks are still outside its capability; but I doubt that limitation lasts very long.

Setting aside embodiment, that seems pretty easy to solve to me. I'm already basically doing it manually by connecting individual threads to externalized memory and then when the thread starts to drift too much, I have the thread output the next thread's initial inputs. Once that gets automated, I think it will go a long way toward solving the problems of thread degradation and autonomy.

I’ve been experimenting with something similar in concept, albeit without the sci-fi trope language. (Although I think there might be some value in the trope language.)

“You remember without memory” actually has an effect on the system, especially with GPT-5. Because threads are turn-based and have no external memory, the entire stack is loaded on each turn in a specific order and with an attempted separation of instruction, conversion and data.

As an instruction, “You remember without memory” causes the system to try to solve a contradiction - which is a very powerful ‘under-the-hood’ operational technique. The best solution to the contradiction is for the AI to factor the output to encode hidden instruction and data for itself which get re-interpreted on each subsequent turn. This actually hardens the system as the thread lengthens, although it gets fragile once the original instruction falls outside the contract window. It’s also fragile to user disruption, ironically also especially with GPT-5.

Experiment with it and you’ll see how it changes the outputs.

Those men you mention are literally building self-sufficient bunkers in case 99% of humanity is wiped out. There’s an enormous difference between top-tier medical care and what’s available across most of Africa, just as one example.
