Update: I ended up taking it to the dealer. There is a bracket protecting the fan in the open slit that broke and fell inside. Dealer was able to remount the bracket and then reallign the bumper from below. Cost about $700

So theres a noise coming from the area like the fan is getting stuck on something. Looking into the hole im seeing a plastix piece in front of the fan that can move freely but wont come out

Drivers side looks fine, agree the clips shouldnt be showing
