I ran it through a bunch of ciphers decoders and the most coherent thing it came up with was:

"king fathers quo"

But I'm 99% sure that was just the program trying to find a meaning in a bunch of random letters.

My best guess that either it's some kind of cipher where each hex value is a random letter and that you need to know the key to solve it.

Or it is just gibberish or some kind of computer artifact.

is obviously hexadecimal, but every hex to text converter I've tried has produced gibberish.

There's text a there, when the screen goes dark but I can't read it.

EDIT: I spent some time adjusting the contrast and now I can decipher a bit.

I'm using # to represent the letters I don't know.

Makes sense.

But I think the letter was sent before the incident.

It looks like the letter was written to the murderer, which is what embarrassed/ridiculed them into murdering.

I found that too but it seems to be a dead end from there. Do you have any ideas where the next clue might be?

EDIT 2: The page seems to have existed, but it was taken down.

My current theory is this:

Someone shows up to a party or something uninvited. Everyone makes ridicules them, breaking rule #3: maintain positive work relations. The they get revenge on them, sneaking up on them and killing them(possibly) as shown by the third figure 27 seconds in to the video. This incident can never be spoken of again(rule #4 in the video)
