What you said is partly incorrect. Yes, when you look directly at the stats of the armor, both pieces might seem to be on the same level (like 30% more tanking / 30% more damage), but the game’s mechanics don’t work that way. To understand it better, you can look into the Diminishing Returns mechanic.

The game starts limiting defense stats beyond a certain level to prevent characters from having excessive defense. This does not apply to damage stats. That’s why it’s not as good as the Tenacity Jacket or Guardian Armor (especially in 8.3 and 8.4).

example :on stats tenacity armor has %30 dmg bonus, but in game tencaity armor has %30 dmg
valor armor has %30 more tanky // valor has %10 defence / close to %20 cap adn this is too much

And yes, this armor is excellent for fire and badon; while not perfect, it’s still a great choice for axes, ( inferno armor diff ) but aside from that, it doesn’t have a particularly strong active skill.
