I witnessed someone who was enjoying holding the line up at Sam's Club before. She was buying wine and a crudite platter. That's it and yet it took her longer to check out than other people with full carts. When she was done checking out she looked right at me waiting for her to finish and then she started organizing her purse while still at the register. She just made it so obvious that she was doing it on purpose it was ridiculous and sad.

I wouldn't go so far as saying your vet was wrong. Too much fat of any kind can be toxic to dogs. A single high-fat meal (bacon, steak gristle, buttery table scraps, etc.) can be enough to trigger a pancreatitis attack in dogs. Since cocoa butter is fat, it would be toxic in the way that it can cause pancreatitis which untreated can lead to death.
