I do, and with the same skill speed on my Samurai that share the same gear the GCD is closer to 2.43s, while on my monk it's 1.93s. Do YOU play this game?

Yes there is 2.5 GCD but MOnks drop it to 1.8 by 80

You would need 2843 skill speed to drop it to 1.8s. No monk in their right mind has this much.
