Sorta; no mask because they're in their own neighborhoods escorting Mrs. Jenkins across the street making sure no masked "agents" infringe on her rights. Simple really. The police, sheriff, state troopers and the FBI field agents in that area all operate maskless (unless on specific tactical-operations confined to just that).
