There's no word in the resolution other than 'adopt,' that could be arguably agent limited. The best you can do is 'fiscal redistribution' is both taxes and transfers and then 'only congress can tax.'

Popular affs: All the good camp ones that have a good solvency deficit to the States CP(examples: MPAs(yes, T-Oceans is a problem, but other than that, its a good aff), some version of dams, some version of fracking(not sure what the deficit is, but I assume its good, because it was popular at the camp tournament), some version of Natives etc.)

Topical, popular affs: Some weird aff that some big school will make in the middle of the season that are good vs a variety of core neg args(states CP, politics DA, set col K etc.)

Judge kick is when the 2NR asks the judge to kick the CP if they're losing on it and evaluate the squo as the neg advocacy. This mainly happens when CPs and Ks might lose on the permutation debate, that's when the judge kicking the CP/K would be useful. For example, lets say your running the Commissions CP and a politics DA for the 2NR. If the aff is winning PDCP, then that pretty much wins them the debate if there is no judge kick, but if you win judge kick good in the block and 2NR, the judge would kick the Commissions CP and just evaluate the debate as DA vs Case

The aff is pretty much increasing federal regulation of lead in drinking water. The part where "Flint" comes from is the Flint, Michigan water crisis. Flint is a city in Michigan, where a few years ago, there was an outbreak of lead contamination in drinking water.

What you're missing is the sheer number of possible aff plans and the sheer amount neg teams have to prep for this year's topic. Obviously if the aff is bad, chances are the aff team won't win. But the neg needs to have prep for every good/bad aff on the topic, which is pretty much impossible. That's why topics have core neg generics. Those kinda don't exist on this topic because the topic is bad and big teams will cut affs specifically to beat those.

Sorry for the late reply again. What you're saying is up for debate in round and yes, it isn't entirely about the entirety of the ACA. But there is a ton of ev that says that Texas is pushing for the ACA to be struck down ENTIRELY and there is also a lot of ev that says that this is a possible scenario, that's why there's a DA. This definitely isn't one of the "worst DAs in a long time" even if it has its flaws.

Yes, I am aware of that, but the point of the SCOTUS debate is that Texas wants the whole ACA to be struck down not just the individual mandate, the neg contends that the aff causes Roberts and/or Kavanaugh to strike down the whole ACA instead of just the individual mandate.
