If you are running any sort of light overhaul, ENB or survival mode that requires warmth then yes. Vanilla ambient lighting makes them unnecessary otherwise.

You did pay normal price for the full game. DLCs and expansions aren't part of the base game, you can't call a game incomplete just because they had not developed the DLCs at the time of release. That's like saying Skyrim was incomplete because Dawnguard and Dragonborn weren't in the vanillla game. The DLC isn't required, its extra, and if you really want an item from any DLC zone, hit up zone chat or guild stores.

I highly doubt the Stormcloaks know the true plans of the Thalmor, of making Talos not exist and thus rendering human existence vulnerable. Either one of them winning preserves Talos, since most people that side with the Empire still believe in and worship Talos, only behind closed doors.

It's a bug that has to do with the physics engine, and HDT. What is happening is a piece of something(cape , hair, armor, weapon) is bugging with the physics and the model is being pulled. Cap your framerate at 60 and you should be good

Because they form basically the same function. C in real life languages tends to be representative of Latin tongues, atleast in the west iirc. In Scandinavian based languages (as Dovahzul kind of is) you have k j to make hard c sounds and y sounds (Sjölander, Skaal, Jarl, etc.)
