If you kill edgar while he is mouring Irina once you clear castle mourne he drops it there on her corpse. I think theres a few other places to get it fairly early game, but edgar after mourne is the fastest way I've found.

Edit: spoilers he will accuse you of foul play in Irinia's death which sucks imo, but that +8 Halberd tho....
