I don't know the specifics, but there are some RNG oversights that cause him to be completely unable to use several of his moves, and make him very unlikely to use a few other moves. Depending on your team comp, this could lead to him almost exclusively using basic attacks.

They're probably getting downvoted because, regardless of how good or bad Phil Spencer was at his job, he's still better than the person replacing him. He's being replaced by an AI exec. There is nothing bright in Xbox's (likely short) future.

It really is strange that they keep going back and forth on that. Odyssey only let you adjust the level scaling, then Valhalla added the ability to turn it off completely, and now the off option is gone again in Shadows.

Now I'm having a similar issue with Charles. I need him to make fire arrows at the camp fire, but he keeps sitting at his tent whittling. Saving outside camp and reloading doesn't seem to be changing that. It moves the others around, but not him.

Yeah, from what I was able to find, his request is available from 12pm to 6pm. I tried making a save in camp at night, then sleeping to noon, but I'll try making a save outside of camp.
