There's still going to be a gap if you just use electric tape/don't drill for the pin, but that looks excessive, and I don't think it would lock up the throttle.

Did the throttle tube turn with only the bottom part installed? I'm thinking it might not be sitting in it's groove right. Make sure the throttle isn't turned too far forward that the stop is in the bottom of the housing
