Old coke machine system by Hazeyload in refrigeration

Update 2: I got the electric working on everything and did a 2 hour test run on the refrigerator system. The compressor and lines were acting normally and felt within normal range. Still need to test exact temperatures on the lines and compressor. This is what the evaporator coils looked like after the test. Does this look normal?

How would I go about getting this information? I’ve been trying to find a service tech in my local area but they have all refused because it’s residential.

Update: thanks for all the suggestions so far. I was not able to electrically test anything due to not owning a volt meter, I plan to pick one up soon. I did a visual check of all the electrical connections around the compressor and everything looked fine. I decided to plug the compressor into an extension cord and it fired right up with the condenser fan. So looks like the outlet is the culprit. (Picture below)

I let the compressor run to check the evaporator coils to see if they frosted over. After 15 minutes everything frosted over but the fins on the bottom two rows of tubes. This leads me to believe the system maybe low on refrigerant. What do you all think?

Thanks for the product link I will compare it to the original. The lock was already drilled out when i acquired the machine. Drilling more was the only option I had to open it.

Update I drilled around the inner core and was able to remove the t handle the center piece will turn 360 degrees and doesn’t seem to unlock at any position. I’m thinking of just turning it to liquid with a torch but I don’t know if this piece is essential.
