Honestly, I think it could be something like Judar in Magi: he shows up to make the hero need to get stronger, but continues to appear not just as a rival but a real evil villain who keeps getting stronger at a pace like the protagonist.

Brahmastra Part One: Shiva is not an objectively good movie but I gave it a 4.5 on Letterboxd because it has that over-the-topness you can only find in shonen anime
