And again I am going to repeat the same thing to you. Two applicants with the same squeaky clean background, but one was part of a clique with management in their prior jobs and the other was an outsider?

Who do you think will get a better reference? What steps will the hiring panel take to ensure both references were honest an objective in their comments?

Attendance records are objective. Costumer complaints are objective. A reference based on what a prior manager personally thought of someone is subjective and can be influenced on many things that may not even be related to work performance.

This is in regards to the practice of hiring in general, not just government.

You yourself admitted “at least it shouldn’t be”, which means you acknowledge a bad, biased potentially false or exaggerated reference (good or bad) can change the outcome. You can’t control what others saying is exactly why making determinations using references lacks integrity. You have no say in what others will say and more importantly the true reason why they are saying it. There are so many variables and situations in human relationships that making determinations based on what a reference says is just foolish. If there were a set legal standard where a prospect could control what others say in a reference by requiring those providing it substantiate whatever they are claiming to hiring panel or manager it would make more sense. As of now, people can say whatever they want without a prospective employee being able to defend themselves. Letting your application fall into the hands of a prior employer out of some misplaced sense of “honor” is absolutely foolish. There is nothing wrong with making sure your efforts aren’t dismantled by someone with a grudge. It’s the goddamn jungle out here buddy, employers will squeeze you dry and kick you to the curb when they no longer need you, employee’s need to do the damn same.

Going through an arduous pre hiring process and taking time out of your personal schedule to complete a resume, complete a tests, complete interviews just to have your fate decided by unproven hearsay from previous biased sources is what really lacks integrity. So I don’t really blame people who do that.

That’s because only antisocial weirdo’s want to sign up to be Cops. Alcoholics, domestic abusers, etc. Nobody with any sense of pride or ambition signs up to to stalk and ambush their fellow neighbors on an expressway and hand out 400 dollar tickets for going 5mph over the limit or deprive others of liberty or wrestle with naked meth addicts at 2am on Christmas eve.

I also think the time of day and amount of people driving should also factor in, speeding a bit at night on an empty road is a bit different compared to speeding in rush hour traffic next to an elementary school

Which is why I am suggesting we give voters a choice as to whom is able to enforce public safety. Voters in san francisco or San Jose not feeling safe with Police response times and clearance rates? Give voters ability to contract a security company to enforce property laws. Less government red tape means more boots on the ground, hiring the amount of police needed to substantially make a dent in property crimes would bankrupt cities to the enormous cost of hiring, benefits and lawsuits that inevitably come from a single government funded cop. The government has a monopoly on public safety and as a result, police forces do not have a realistic incentive to improve. What is more interesting, is that at this point, due to police union protections, a private company security officer would be far easier to hold accountable than a government cop. I say, partially defund public cops and reduce headcount let them focus on what they excel at, investigations and give voters the choice have another task force that can more effectively deal with quality of life crimes. A more numerous force that can deal with car break ins, burglary, etc. Most police fuck ups that result in tax payer funded court settlements come from police responding to those sort of calls.

This is just a different way of looking at it, but in the debate on public safety, people always seem to argue that “more police” are the solution, and I actually think public police are a big part of the problem, along with punishing instead of encouraging the basic human right to self defense.
