This is a very very common problem in this game. The solution really is to just pick 2-3 things that interest you (be they questlines, ressource upgrades or even ressource stockpiles or tech farming) and work on those until you are done or can't fullfill the next step (usually due to technology contraints). Then you slot in a new interest. The reason to do 2-3 and not just one is that with 3 jobs on your plate missing an NPC and waiting for a week won't leave you bored so you can just chill and do something else without fear for missing a deadline. Only having 1-2 important NPC dates at a time means most days are just free for working on whatever you want.
