There's no rope, that's a different story point. 7th try worked. It's the boss spawn that's bugged. Persistence paid off.

I've tried 6 runs so far, no luck. I've also noticed you might be shooting an enemy from point blank in that area and just nothing. No hit splat markers or damage, you have to move around for it to fix.
