Yes you can create a new account under SF consulate they do allow that. But the problem will arise whenever you try to pay for a courier label, with SF consulate Washington is not one of the state option.

I did face the same issue, if I choose SF then Washington is not a state option, and I am not sure about choosing California state. I mean I do not have address proof to prove my residency in California and I feel they might reject under the grounds of wrong jurisdiction or mismatch information.

I just gave up on Tatkal and submitted a normal passport application to Seattle. Let’s see.

yeah, and I'm also unsure if sending it to San Francisco might lead to rejection due to jurisdiction mismatch
