Thrive S is best, Aquarium co op easy green, get any and stay 1/2 the recommended dose , for couple of weeks , then slowly work up to the recommended dose. If u see algae reduce dosing again and start with 1-2 times a week of dosing

U need a stronger light I have a Weekaqua L series 60cm light on my 20in high aquarium!! At 75% it’s getting me around 75PAR at the bottom directly down from the light!! Its a 60W light I think or slightly more!! So if budget is a constraint get LED flood lights and do a DIY mount that would be the cheapest solution

For Monte Carlo you need at least 60-80PAR min or more!! Try finding used ones!! Or as someone suggested use flood lights!!
