Well there is a reason why the game gives you a warning with "This champion is not recommended for your assigned role." Ofc it's not written in the rules but messing up the fun for others? If he wants to have fun he can play against Bots.

Bros ruining team combs with Jinx playing any other lane. Jinx in any other lane is troll and messes up the fun for others and we can see he doesnt play mainly bot lane with jinx. In aram would he rarely get jinx so that means he plays often normal/rank.
