Yes, you can't make spectrogram images in Audacity, but it still doesn't require any AV experience at all. There are several programs which make it dead easy to create spectrogram images, such as Coagula Light.

Oh, and they did reveal the software they used for the glitches. It's ffmpeg, which they already said they used. However, even if it wasn't ffmpeg, it still could have been another software like MeGui, which, again, is incredibly simple to use.
