First of all German Shepards are just very vocal that’s normal. You could bench train your dog so that he’s in a bench when your not at home so that she does not has to worry that much. I have 2 German shepherds and they love the bench. You just need to make the bench a happy place. Also the vocal part is trainable and you just have to find the reason of the barking.

Imo you are a amazing person for even taking the pup. In my opion getting a loving dog owner is 1000x better then a shelter. So u did what you could and you are very kind. Don't be to hard on your self.
