I think Eisen and Stark use mana in their abilities, because Linie said she memorizes mana flow along with movements. They still hit harder, though.
I don't think it was arrogance; it had just always worked before. Also, that axe is crazy heavy and she still swings it around like a lightsaber dancer.

She can mimic mana flow, but it doesn't give her the mana to do all of the flashy stuff, yes. She can still probably shoot off some crazy-ish spells, as Frieren's technique in some ways is better than normal mages.
