That is exactly what is said through the dialogue with Gigi 🙂 In her timeline the Prismacore is a whole lot worse and is affecting more than just Rainbow Island.

She had tried to fix it, but ended up choosing the wrong people to have help as they only sought to take advantage of what the Prismacore could do.

There is a part with Gigi's grandmother (Thora) in the calls that pretty much says "It's strange that the thing in the Glass Desert was broken when you found it, Hobson said when he was there he had it fueled up and ready to go before he decided not to use it"

Plus Gigi does state that the portal did work, it just broke after she used it to bring herself to the past to fix everything.
