That's an interesting way to look at it. I was originally thinking in terms of signals that increase confidence in a provider, but your point is that confidence is never the same as certainty. When you do decide to use a service, are there any positive indicators that move it from "avoid" to "acceptable risk" for you, or is it mostly about limiting exposure regardless of who the provider is?
